In my opinion, using a VPN to access internet banking will be a risk until you aren't assigned a dedicated IP address to access your account because your bank may block your account temporary if you use a VPN without dedicated IP.

The reason of blocking is that all VPN have shared IP address which rotates around the users. so every time you connect your VPN, you might see a different IP Address so that's where a Dedicated IP comes in. Dedicated IP isn't shared with anyone & only you are the owner of that IP because most of the websites like Netflix blocks the complete Pool of IP's so shared IP users face issues.
